The Cities of Wuppertal and Leverkusen Introduce a New Municipal Accounting System

The appointment by SAP Deutschland is as much the result of the technical competence as the practical experience of IDS Scheer in the field of municipal administration. It is the logical continuation of many years of successful cooperation with SAP in this field. From the start, developers from IDS Scheer were involved in the development of the SAP public sector solution for municipalities, for example. Being awarded the “Special Expertise Partnership” is linked to the right to roll out the “Integrated Doppik” template solution developed by SAP to the municipalities of Germany.
As part of the partnership, IDS Scheer will also be involved in the further development of this template solution and model, optimize and document business processes of the municipal template solution with ARIS. In particular, this will help municipalities to achieve better control of the enormous organizational transition involved in the introduction of the NKF. Furthermore, it will take into account the increasing importance of business process management within service-oriented IT architectures such as SAP NetWeaver.
Around the same time as being nominated “Special Expertise Partner for NKF”, IDS Scheer together with its partner bpc Consulting AG, was awarded the contract by the cities of Wuppertal and Leverkusen to support the new municipal accounting system (NKF) in both cities. In Wuppertal and Leverkusen, the NFK will be introduced on the basis of the “Integrated Doppik” template solution. With consulting support from IDS Scheer, the city of Wuppertal already successfully introduced the SAP public sector solution PSM in 2001–2003 and is now continuing this cooperation with IDS Scheer.
The focus of the new projects is the replacement of the classic public sector accounting system by a system of commercial accounting, which will also implement tools such as balance sheet, profit and loss statement and group consolidation for municipal administration. The projects in Wuppertal and Leverkusen were started in September 2005 and the transition should be complete by the beginning of 2008. “The new SAP Special Expertise Partnership for NKF further increases our visibility in the important market of public sector administration,” emphasizes Helmut Kruppke, CEO of IDS Scheer AG. “It also documents the fact that IDS Scheer, with its holistic view of business processes, can build bridges—from administration strategy to the associated business processes and implementation, resulting in reliable IT support.”
