Bavaria’s State Police Chooses SAP HANA Platform for Next-Generation Policing

WALLDORF  — SAP SE today announced that Bavaria’s state police service, Polizei Bayern, has selected SAP to provide a state-wide operational policing platform for incidents, investigations and intelligence management, using the SAP Investigation Management for Public Sector package and the SAP HANA platform as the foundations. With 41,000 employees, Polizei Bayern is one of Germany’s largest police forces and is involved in many critical public security functions ranging from fighting crime and gangs to maintaining order and safety on Bavaria’s autobahns.

Polizei Bayern, together with SAP, will set up a new policing platform that will manage all investigations across the state, from traffic violations to serious and organized crime. The project will establish best policing practices for end- to-end investigation management and can provide a model for police agencies worldwide.

Since effective policing depends on the ability to detect connections and patterns between disparate pieces of information, tight integration between SAP Investigation Management for Public Sector and SAP HANA was a critical factor in Polizei Bayern’s decision. SAP HANA, with in-memory database, data processing and application platform capabilities, helps eliminate data redundancy and latency, providing real-time intelligence, analysis and information to operational police officers and commanders.

Connecting incidents, complaints, tasks, cases, intelligence and analysis across all types of crime will enable Bavaria to improve policing processes, intelligence and performance. Integrated investigations can lead to enhanced crime detection, more offenders brought to justice, lower crime rates and better services for citizens.

Intelligence is the lifeblood of high-quality policing, and the use of SAP solutions for the operational policing platform will help improve data quality and provide an integrated view of cases for investigators. Critical elements to an investigation, including people, objects, locations and events will be better connected in a way that enables investigators to pursue lines of inquiry more quickly and build more robust cases.

While analytical speed, incisiveness and process integration were key, Polizei Bayern also had to take into account Germany’s strict data-protection laws in order to safeguard the privacy of all involved in police activities, whether alleged victim, suspect or bystander. Much of the data encountered and gathered in law enforcement is protected by such regulations. SAP’s approach provides the necessary record access and management protocols and also allows for the smooth and secure transmission of data to other agencies, such as a prosecutor’s office.

The combination of SAP Investigation Management for Public Sector with SAP HANA at Polizei Bayern is designed to create a next-generation policing platform.
