Paris, March 19, 2026 – SAP today announced the launch of SAP Sovereign Cloud in France, enabling organizations to run their critical workloads in a sovereign cloud environment designed to meet the country’s strict regulatory and security requirements. As part of this launch, SAP will make the offering available on Bleu’s cloud platform through a strategic partnership between the two companies.
This announcement builds on SAP’s commitment to sovereign cloud in Europe, first outlined in September 2025, as well as partnerships with Capgemini, Sopra Steria and Mistral AI. The offering addresses the needs of public administrations, Operators of Vital Importance (OVIs), and Operators of Essential Services (OSE) managing sensitive data. This includes personal data protected under the GDPR (such as health and identity data), sovereign state data, and critical operational data.
As requirements around security, resilience, and data sovereignty continue to increase, SAP Sovereign Cloud in France will enable organizations to modernize their critical systems while operating within a governance framework aligned with French regulations, including the SecNumCloud framework established by ANSSI for trusted cloud environments. This initiative represents an important step in strengthening France’s digital resilience and expanding the European sovereign cloud ecosystem, in line with SAP’s long-term investment in sovereign cloud and artificial intelligence capabilities across Europe.

A Trusted Cloud for the Most Demanding Organizations
SAP Sovereign Cloud in France will be available on Bleu’s cloud platform. Bleu is an independent French cloud services company founded by Orange and Capgemini, aiming to obtain ANSSI SecNumCloud 3.2 qualification for its services.
SAP will provide sovereign software-as-a-service (SaaS) solutions hosted and operated in France, enabling public sector organizations and regulated industries to adopt cloud innovation while meeting the country’s most stringent regulatory requirements. SAP’s approach is designed to align with these requirements and with the highest standards of security and governance.

By anchoring critical cloud capabilities for enterprises under European legal oversight, SAP and its French technology partners are expanding trusted deployment options for governments and regulated industries. With this announcement, digital sovereignty moves from political debate to operational reality in France.
