Personnel and compensation systems for public organizations installed quickly at low cost
Tokyo — SAP Japan Co., Ltd. announced today that the company is collaborating with four companies – NTT Data Wave, Sun Microsystems, HP Japan, and Hitachi Information Systems – to provide Integrated Personnel and Compensation Templates for Public Organizations, an installation price model that enables personnel and compensation systems for public organizations to be created quickly at low cost. Integrated Personnel and Compensation Templates for Public Organizations combines mySAP ERP Human Capital Management with templates developed by Hitachi Information Systems and platforms manufactured by Sun Microsystems and HP. Sales and maintenance services for these systems will be handled by NTT Data Wave or Hitachi Information Systems. Integrated Personnel and Compensation Templates for Public Organizations can substantially reduce installation times for personnel and compensation systems at public organizations. For example, an organization with 1,000 employees can install such a system in about five months. Initial investments and set-up costs (mySAP ERP HCM license fees, template costs, hardware costs, and installation costs) for such systems can also be reduced significantly, with prices starting from just 36,990,000 yen (for minimum configuration).
Integrated Personnel and Compensation Templates for Public Organizations includes the capabilities to support routine personnel tasks and train personnel and Web self-service solutions – standard features of mySAP ERP HCM – plus capabilities added by Hitachi Information Systems. The additional capabilities include classification of staff into full-time and non-full-time categories, workforce management, compensation tables, allowance calculation, mutual pension deduction, and personnel records. The templates, which have settings based on business processes, consist of files for which standard functional parameters have been defined (transfer files), basic specifications, parameter definitions, operation manuals, object management ledgers, message management ledgers, add-on lists, functional designs, and detailed designs. These templates enable system construction quickly at low cost. In addition, parameters are set in accordance with laws and ordinances concerning personnel and compensation in public organizations, to enable support for ongoing system updates in line with amendments of laws and ordinances and adaptation to the new personnel system for public service employees being considered by the Japanese government, through standard maintenance services and maintenance services provided by SAP’s partners. Also, the templates will incorporate training-related capabilities, such as near future goal management, e-learning, and skill management, making it easy to utilize functions that anticipate the latest trends in personnel management.
As stated in Outline of Reform of the Public Service Personnel System, in response to rapid changes in social environment, today’s public organizations are required to make major reforms in their personnel and organizational management. Such reforms include “meeting diversifying administrative needs,” “improving office work efficiency by reducing budgets and workforce,” and “operating in dynamic, rather than hierarchic fashion.” To handle such reforms, public organizations need to pursue systematic reforms and business process overhauls while utilizing IT, achieve optimal staff deployment by organizing personnel data, do office work more efficiently by bringing all kinds of application procedures online, and reliably operate unified training processes that include appointment, deployment, training, and assessment. Accordingly, SAP Japan will continue to promote the use of IT by public organizations, based on collaborative relationships with its partners.
