DOI will leverage SAP’s financial solutions and the SAP NetWeaver integration and application platform to enable smooth system integration across the Department’s eight bureaus and the departmental offices to streamline operations and improve financial management controls. SAP solutions will be rolled out in phases over a four-year period. The Financial and Business Management System modernization initiative was established in part by DOI’s need to integrate business processes to improve operations and its value to the citizens it serves. The system will allow DOI’s 70,000 employees real-time access to complete, accurate and timely information, strengthening decision-making capabilities and enabling a knowledge-centric, performance-driven organization. Specifically, the Financial and Business Management System will integrate financial management, acquisition, property management and other subsidiary systems to provide the structure and processes for DOI to modernize its operations.

DOI will leverage the capabilities of SAP NetWeaver to replace the existing two different accounting systems and at least 10 other subsidiary systems to enable interoperability across several critical functions, including acquisitions, grants, travel, property and fleet management, real property and budget formulation. SAP NetWeaver, coupled with SAP’s financial solutions, will enhance the ability of DOI’s financial management systems to meet new and future federal laws, regulations and financial management requirements. The deployment of SAP’s financial software will also enable DOI to adopt best practices from industry and governmental experience and implement standards of the Joint Financial Management Improvement Program, which aims to develop the necessary tools and capabilities to eliminate duplicate reporting and improve the consistency of data reported across the government.
Since its inception, the Financial and Business Management System has been a collaborative undertaking designed to support federal financial management standards and establish common business practices among all the bureaus in DOI. It will streamline linkages between critical functions to enable DOI’s employees and managers to make better-informed decisions about their programs.
