Singapore — The region’s leading IT service provider National Computer Systems Pte Ltd (NCS) and SAP Asia, the leading provider of e-business software solutions, were awarded the project to develop, implement and maintain a government-wide human resource management solution for the Singapore Civil Service. Named the People Matters Management System, or PM2S, this system will facilitate the integration of both the generic human resource needs of the Singapore Civil Service and the specific localisation requirements of the various government agencies.
The PM2S will consist of modules that will help the Singapore Civil Service manage a range of human resource functions, including selection and appointment; deployment and posting; manpower planning; promotion; service conditions; and exit. One of the key features of the PM2S is the implementation of employee self-service through a portal for staff benefits and applications. This will allow employees to perform leave application, file declarations on investment and indebtedness, update personal information and provide feedback through surveys.
PM2S will be jointly implemented and localised by NCS and SAP. NCS and SAP will not only provide follow-on maintenance of the software and platforms, they will also ensure that the solution can be extended to support new government agencies wishing to use the PM2S package system in the future. The PM2S is expected to meet the needs of the Singapore Civil Service for at least the next ten years.
PM2S is powered by the mySAP Human Resources and mySAP Enterprise Portals solutions from SAP. Localised for Singapore, mySAP HR is a comprehensive set of solutions offering support for core human resource management functionality and is delivered through mySAP Enterprise Portals, enabling civil servants to access relevant HR information from a role-based enterprise portal.
NCS brings to this project the relevant technical skill-sets and expertise as well as extensive domain experience. Among NCS’s pool of more than 2000 experienced and dedicated IT professionals is a team of about 100 trained in SAP’s solutions. In addition, NCS has been working closely with the Singapore Civil Service for over 20 years since the Civil Service Computerisation Programme in the 1980s. It has implemented over a thousand projects, many of which are complex and at a large-scale. NCS is thus well-equipped with the necessary domain understanding, knowledge and expertise to develop, implement, test and commission the PM2S.

The PM2S will be executed in two phases over a period of two years, with the option to maintain it for another eight years. The contract is estimated to cost up to S$50m.
