White Paper Shows Governments in Asia Pacific Increasingly
Dependent on IT to Improve Citizen Services
KUALA LUMPUR — SAP Asia Pacific Japan today unveiled survey results in a white paper, sponsored by SAP, designed to better understand the key business and IT priorities of governments within Asia Pacific. Thirty three percent of public sector IT decision makers in the region who participated in the survey consider the improvement of citizen experience in accessing government services to be their top priority, according to the white paper by Government Insights (GI), an IDC company. Additionally, respondents indicated the need to improve usage and sharing of data and services across departments is a top driver for transformation.
The survey of over 130 government IT decision makers from six countries in the Asia Pacific region, including Australia, China, India, Korea, Malaysia, and Singapore, concluded that e-government in the region is still very diverse in its implementation scope and quality, ranging from passive Web sites and interactive standalone Web sites, to an integrated single government portal for all citizen services. “With increasing emphasis on quality delivery of citizen services, governments are now reviewing processes and cutting down redundant services in order to streamline access for citizens,” said Raphael Phang, Research Director for Government Insights Asia/Pacific. “The many choices they face require careful consideration, and with new technological developments constantly surfacing, many governments are increasingly turning to vendors who have experience working with governments in implementing IT solutions.”
Survey results revealed:
- Government agencies need to ensure that the e-government solutions platform they deploy today are sufficiently flexible to support incremental modification, expansion and upgrading in the future.
- Governments will be increasingly dependent on IT to drive and support their business transformation. Citizens are demanding faster and better government-related services and leading governments will seek automation to meet these demands.
- The reasons for the lack of adoption of SOA practices vary but are related more to a lack of awareness among key decision makers; hence, educating these decision makers on what it is and the benefits it can bring, will contribute toward greater adoption.
- Outsourcing to System Integrators (SIs) is the main approach adopted for the development of e-government solutions, and this is unlikely to change in the near future. SIs need to educate and guide their government clients on frameworks such as SOA and ITIL, which will help facilitate the delivery of their IT assets as well as integrate and consolidate their e-government services into a unified, all government platform.
