Lincolnshire links with SAP to realise e-government vision

Council modernises on-line access to systems in just six weeks and creates new central online portal with mySAP.com

London As part of an innovative three-year business transformation, and working towards the government’s 2005 deadline to have all local government services available electronically, Lincolnshire County Council (LCC) has teamed up with SAP to implement the mySAP Enterprise Portals solution. This partnership has already resulted in the modernisation of back office systems, and more recently a new central online portal enabling elected representatives of the Council, fast, secure and remote access to Council information and email.

The LCC has legislative responsibility to provide a broad range of services including social services, education, and planning, to a diverse and expansive community. This SAP solution, implemented in conjunction with service provider HBS, and implementation partner Axon, will assist in making many of these services e-enabled in the future.

“This solution is a crucial foundation for realising our vision to have the majority of council services – external and internal – available online. We believe we are really leading the way in this sense,” said Judith Davids, e-Government and Change Manager, Lincolnshire County Council.

“The efficiencies in processes gained by having access to information from a variety of sources, previously difficult, if not impossible, not only enables us to save time and money, but puts us in good stead to realise the 2005 e-government vision”

This first phase of this solution, implemented in just six weeks, was designed to be accessed only by elected representatives, however there are plans for a much wider roll-out of the solution to cover all county council employees. The next phase of this program focuses on modernisation of front line services delivery, employee empowerment and ‘e-access’ to Council information.

Eventually up to 25,000 staff and several hundred thousand citizens alike will benefit from substantial efficiencies gained through the creation of online services, process efficiency and working-from-home.
